PROBLEM TO BE SOLVED: To estimate accurate certainty even in the case that the distribution conditions and number of standard patterns included in a pattern dictionary utilized for the selection of candidate characters are different corresponding to printing quality. SOLUTION: A character quality judgment means 4 judges the level of the printing quality of the segmented character image of each character from image data. Two pattern dictionaries 11 and 12 to be used for pattern matching for character recognition are prepared corresponding to the printing quality. A character recognition processing means 5 extracts a feature amount from the character image, selects one of the pattern dictionaries 11 and 12 corresponding to the judged printing quality, obtains the distance value of the standard pattern registered in the selected pattern dictionary 11 or 12 and the feature amount and thus selects the candidate character of the character image. A certainty calculation means 9 calculates the certainty indicating whether or not a result obtained in the character recognition processing means 5 is correct by using a calculation parameter different depending on which one of the pattern dictionaries 11 and 12 is used in the character recognition processing means 5.
