PROBLEM TO BE SOLVED: To reduce the backflow of a cooling medium without increasing the number of parts. SOLUTION: When a caulking tool 60 is moved down, a tapered face 61 first contacts the outer periphery face of a cylindrical end portion 18 to thrust the cylindrical end portion 18 to the center side in the radial direction. This thrust causes the plastic deformation of the cylindrical end portion 18 to be pulled to the center side and then permits the upper face of the cylindrical end portion 18 in flat press contact with a bottom face 64 to be caulked and a stopper 5 to be fixed to a body. Although an O-ring is arranged in a valve 2, there is no C-ring for fixing the stopper 5 with caulking operation, resulting in no increase in the number of parts.
