PROBLEM TO BE SOLVED: To set a state for measurement of quiescent supply current, with one clock, in an integrated circuit with chain-connected flip-flops. SOLUTION: The integrated circuit comprises first EOR 102 for outputting an EOR value of an output value of a front-end latch 100 and a control signal 1 to a back-end latch 101, second EOR 104 for outputting an EOR value of an output of the flip-flop and the control signal 1 to a data input of the next flip-flop, and third EOR 103 for outputting an EOR value of a clock signal and a control signal 2 to an edge input of the back-end latch. An edge input of the front-end latch receives an input of the clock signal. For a normal flip- flop operation, the control signal 1 is set to 0 and the control signal 2 is set to 1. For internal setting for quiescent supply current measurement, the control signal 1 is set to 1, the control signal 2 is set to 0 and the clock CLK is set to 0 to set outputs of all the latches to 0 and 1 alternately.
