PROBLEM TO BE SOLVED: To provide an optical material which has a large variation of a light scattering ratio, light reflectance, light absorption quantity and the like and high repetition stability and can be driven at low voltage and a manufacturing method therefor, to provide a swelling solution used for the optical material and a manufacturing method therefor and to provide an optical element using the optical material. SOLUTION: The swelling solution contains an oxidant and a reductant of an oxidative and reductive compound and a swelling liquid. The optical material contains the swelling solution and high molecular gel. The manufacturing methods for the swelling solution and the optical material are provided. The optical element is formed by using the optical material.
