PROBLEM TO BE SOLVED: To limitedly collect needed network operating condition information at the time of feeding back network operating condition information and utilizing the network operating condition information for network design. SOLUTION: A network designing part 15 allocates network resources after performing multiplexing in response to a demand request from users via a user interface. When the resources allocated by the network designing part 15 surpass a predetermined specified value, a network information collection deciding part 12 instructs a network information collecting part 13 to collect network operating condition information about the corresponding resources. The network designing part 15 uses the network operating condition information collected by the network information collecting part 13 as an index in proposing to change a multiple rate set as an initial value and the distribution of preallocated network resources or in proposing to expand new equipment.
