PROBLEM TO BE SOLVED: To provide a novel halogenating agent which can change its solubility to a solvent or the like with maintaining the ability as a halogenating agent and which is recovered and recycled easily. SOLUTION: A specific partial structure capable of supporting a halogen such as (N-methyl-N'-methacryloyl ethylimidazolidinone) or the like is fixed as a side chain within a high polymer compound.
