PROBLEM TO BE SOLVED: To provide a torque limiter that can improve reliability by enlarging a hysteresis torque and limiting the dispersion of finish accuracy to minimum. SOLUTION: This limiter is provided with a rotating shaft 1, a pipe form plastic magnet 2 made of hard magnetic material enabling the simultaneous rotation with this rotating shaft 1 and the plastic magnetic casing 3 made of semi-hard magnetic material accommodating the plastic magnet 2 of hard magnetic material in the condition with the clearance 4 to 0.03 mm to 0.45 mm, desirably 0.1 mm between the circumference of plastic magnet 2 of the hard magnetic material. The magnetic flux density of plastic magnet 3 made of semi-hard magnetic material is set in the range of 1800 Gauss to 10,000 Gauss, and the coercive force is set in the range of 200 oersted to 600 oersted.
