PROBLEM TO BE SOLVED: To provide a method for manufacturing a cutting tool with a sensor in which partial peeling of an insulating layer is eliminated. SOLUTION: In this method for manufacturing a cutting tool with a sensor, a sensor circuit is made using a conductive film formed by the ion plating method on a surface of the insulating layer formed on a surface of a conductive base material. Forming of the conductive film is started by directly setting a bias voltage at a start of forming the conductive film to be a bias voltage during forming the conductive film. In other words, so-called ion bombardment, in which a high bias voltage is usually applied prior to forming the conductive film, is not used.
