PROBLEM TO BE SOLVED: To provide an application device uniformly applied to a prescribed part and applied to a human body part without any deviation, to provide a heat-retaining device and a cooling device having a uniform temperature distribution in being used as the heat-retaining device and the cooling device, and to provide effects on the health and environment purification by storing carbonized substances in the content. SOLUTION: This human body part application device is provided with a storage bag 10 storing the granular substances, the storage bag 10 is divided into a plurality of parts by partially partitioned by partition parts 13, 14a-18b, 19, 20-26, and 30-35, and the flow of the granular substances is partially suppressed. The longitudinal direction of the storage bag 10 is formed into a crescent-shaped arc. The granular substances formed by carbonizing relatively fibrous organic substances by heat are stored in the storage bag.
