PURPOSE: A polymer composite material and its construction method are provided, which polymer composite material is used as a buffering material for construction to reduce the impact sound. CONSTITUTION: The polymer composite material(1) comprises an upper layer(3) which comprises a polyolefin-based polymer foam; a middle layer(5) which comprises 100 wt% of rubber selected from the group consisting of butyl rubber (isobutylene-isoprene copolymer), ethylene-propylene-diene terpolymer and their mixture, 5-50 wt% of carbon black, 50-200 wt% of talc, 50-200 wt% of calcium carbonate and 30-250 wt% of clay; and an under layer(7) which is a binder layer of waster tire chips and a binder. Preferably the polyolefin-based polymer foam is coated by chemically cross-linking polyethylene or polypropylene using dicumyl peroxide or gamma rays and hot fusing an aluminum thin film and a polyethylene terephthalate film dually.
