PROBLEM TO BE SOLVED: To obtain a cationic electrodeposition coating composition which restrains the activity of a curing catalyst while being stored for a long time or when used as an electrodeposition coating material and which restrains such disadvantageous conditions as the lowering of the reactivity of unsaturated double bonds introduced into the resin and the polymerization during the storage or at the time of use. SOLUTION: The cationic electrodeposition coating composition is the one that contains a resin composition having a number average molecule weight of 500-20,000 and consisting of a resin with an epoxy resin backbone, a metal catalyst, and an oxime, wherein the resin composition contains 5-400 mmol of sulfonium groups, 10-485 mmol of propargyl groups, and 10-485 mmol of unsaturated double bonds per 100 g of the resin solids, wherein the total content of the above sulfonium groups, propargyl groups, and unsaturated double bonds is 500 mmol or less per 100 g of the resin solids, and wherein the above oxime contains 0.3-14 mol of a group represented by formula (I): >C=NOH per 1 mol of the above metal catalyst.
