PROBLEM TO BE SOLVED: To provide a plate surface cleaning agent having a superior cleaning and desensitization effects without exerting adverse influences on a silver image, in the planographic printing plate wherein an image silver is utilized as an ink receptivity. SOLUTION: The plate cleaning agent is characterized by that the cleaning agent contains at least one of organic phosphate compounds.
