PROBLEM TO BE SOLVED: To provide an information recording device which is capable of recording information including a mixture of confidential information and non- confidential information at a low cost and an information reading device which reads the information recorded by the information recording device. SOLUTION: The information recording device receives image data D and records it in a recording medium M, and comprises an image memory unit 1 which receives the image data D and stores it, a light emitting element 4 which records the image data D in the recording medium M and an image transfer control part 6 which records only the confidential information in the image memory unit 1 as a coded information by sending the image data D to the light emitting element 4 through an adopted respectively different transfer sequence depending upon whether it is the confidential information or the non- confidential information, when the image data D received by the image memory unit 1 is information including a mixture of the confidential information and the non-confidential information.
