PROBLEM TO BE SOLVED: To provide a method of applying a waterproofing coating material on a porous base material, by which a uniform and exact coating film is formed without increasing the coating film thickness and generating an uncoated part, and an apparatus for executing the method. SOLUTION: Air pools in the bubbles under a coating material liquid film burst to release the air by charging the porous base material, on the surface of which the coating material liquid film is formed, to a pressure reduced chamber and after that, the coating material of a part of the coating material liquid film is deposited on the whole surface in the bubbles by blowing air to close the pin holes after the air pools burst and to coat the whole inner circumferential surface of the bubbles. As a result, the uniform coating film free from the bubbles left as they are uncoated is formed more thinly on the surface of the porous base material and the coating material to be used is saved by forming the thin coating film.
