PROBLEM TO BE SOLVED: To realize a high-voltage resistance current limiter which quickly limits an over-current during the grounding in a high voltage power system. SOLUTION: In a composite type current limiter in which a semiconductor switching element connected inversely in parallel, a high speed circuit breaker and a current limiting impedance element are connected in parallel, and a commutator which shows no resistance or very small resistance when the power is fed or shows momentarily a high resistance when an over-current flows is provided in series to a high speed circuit breaker.
