PROBLEM TO BE SOLVED: To carry out an accounting using a cellular phone in a vehicle without requiring an on-vehicle device. SOLUTION: A wake up signal is transmitted from a road side antenna 11 of on-road stations installed at an entrance gate and an exit gate to a communication area. When the cellular phone 40 in the vehicle is activated by the wake up signal, an action is started at an ETC(electronic toll collection system) mode. The cellular phone 40 transmits a phone number of the cellular phone and a registration number of the vehicle to the on-road station in response to a transmitting requirement from the on-road station. The on-road station compares a number of a number plate of the vehicle recognized by an image recognition device 22 with the registration number of the vehicle transmitted from the cellular phone 40 and confirms a coincidence of the registration number. When the confirmation is completed, an information such as a gate number is transmitted to the cellular phone 40. The on-road station at the exit gate calculates a toll between the entrance gate and the exit gate and carries out an accounting.
