ACCESS ROUTER AND COMMUNICATION SYSTEM

PROBLEM TO BE SOLVED: To provide an access router and communication system which prevents congestion from occurring in a layer 2 section to avoid abolition of high-priority packets. SOLUTION: The access router 10 has an OSU sorting means 34 which receives packets outputted from a scheduler 33 taking the priority into consideration, sorts them with respect to OSU (optical subscriber line station terminators) 2-1 to 2-n, and outputs them to shapers 35-1 to 35-n provided respectively for the OSU 2-1 to 2-n. The shapers 35-1 to 35-n shape the received packets so as not to exceed a maximum transmittable band of the OSU 2-1 to 2-n and send them to the OSU 2-1 to 2-n located in a layer 2 section.
