PROBLEM TO BE SOLVED: To reduce waiting power without shortening the time elapsed until starting power supply very much, even when the outdoor air temperature is low. SOLUTION: A system comprising a compressor 1, a crankcase heater 2, a microcomputer 3, a program memory 4a, a delivery temperature sensor 5, and an outdoor air temperature sensor 6 is provided with means for supplying power to the crankcase heater, when the difference between the delivery temperature of the compressor and the outdoor air temperature becomes equal to or lower than a specified value during stoppage of the compressor. Since the stat of power supply can be determined depending on the outdoor air temperature, the time elapsed until the start of power supply does not become very short, even when the outdoor air temperature is low and so that waiting power can be reduced, while prolonging the lifetime of the crankcase heater.
