PROBLEM TO BE SOLVED: To provide a route controller which utilizes a different network and can perform communication services to a radio terminal by using a first transmission means and controlling communication so that information is transmitted to the radio terminal when it is impossible to transmit information to the radio terminal by using a second transmission means. SOLUTION: A first communication network 2005 and a second communication network 2004 are connected with a path controller 2003, plural radio base stations 2007 are connected to the first communication network 2005, and plural second radio base stations 2006 are connected to the second communication network 2004. A radio terminal 2008 is capable of communicating with the first base station 2007 and the second radio base station 2006. It is possible to establish a first radio transmission line which can perform bidirectional communication with the first radio base station 2007 and it is possible to establish a second radio transmission line which can only receive information at least and can perform faster communication than the first radio transmission line with the second radio base station 2006. Thus, low power consumption becomes possible. |
