PROBLEM TO BE SOLVED: To suppress the generation of rust during the time after an existing coating film inside a suppression chamber is peeled and before a new coating is applied. SOLUTION: Eight temporary walls 19 separated in the peripheral direction of the suppression chamber are formed in the suppression chamber 6 in which a plurality of bays 7 are endlessly connected, and sections A, B, C, D, E, F, G, and H surrounded by the inner surface of the chamber 6 and the adjacent temporary walls 19 are formed. Dry air is fed from the outside of the chamber 6 through dehumidifying hoses 20, 21 to the sections D, G on the both ends of the sections D, E, F, and G continuing in the peripheral direction of the chamber 6 to flow the dry air into the intermediate sections E, F through an air gap between the inner surface of the bay 7 and the edge part of the temporary wall 19. While insides of the sections E, F are kept at a low humidity, the existing coating film is peeled and the new coating is applied.
