PROBLEM TO BE SOLVED: To provide a base station apparatus which excludes necessity of providing an extra system as a standby system in addition to an active system within the same shelf and providing a switchover system for system switchover during abnormality occurrence. SOLUTION: As for a shelf A1, a transmission digital signal A24 is received from a data generation unit A3 and is converted into a transmission data A25 to be outputted to the own shelf and a shelf A2. A failure detection unit A6 outputs a failure information A31 to the shelf A2, when the failure detection unit A6 detects a failure in the own shelf. If a failure information B39 is received from the shelf A2, a transmission data B33 outputted by the shelf A2 is taken and is made to be interrupted into a transmission data A25, and the transmission data after interruption is converted into a baseband signal A26. A radio frequency unit A5 converts the part corresponding to the transmission data A25 and the transmission data B33 in this baseband signal A26 into an RF signal A27 of a carrier A and an RF signal B35 of a carrier B and outputs them, respectively.
