PURPOSE: An apparatus and method for controlling an AAL2(ATM Adaptation Layer 2) PVC(Path Virtual Connection) in a mobile communication system is provided to set up a PVC in consideration of a traffic and a connection setup time in case that an MSC(Mobile Switching Center) sets up an AAL2. CONSTITUTION: A PVC initialization part(301) sets up one internal PVC when initializing a system. A connection control part(302) sets up a connection to the set PVC when receiving a connection setup request according to call setup. A traffic control part(303) checks a Cid value accommodated in the PVC, requests the PVC setup to the connection control part(302) in case that the checked Cid value is more than the first reference value, and requests PVC release to the connection control part(302) in case that the checked Cid value is less than the second reference value.
