PROBLEM TO BE SOLVED: To provide a packaging material adapted to a desiccant, a deoxygenating agent or the like and having moisture permeability or oxygen permeability necessary for a target product. SOLUTION: The packaging material is constituted by integrally laminating a plastic laminate layer 3 having a large number of venting holes 3a formed thereto, a reinforcing material layer 4 made of plastic having air permeability, and a plastic laminate layer 5 having a large number of venting holes 5a formed thereto to the back surface of a sheet base material comprising a plastic film in this order.
