PROBLEM TO BE SOLVED: To temporarily enable data communication by assigning a line dynamically. SOLUTION: When a communication terminal 100 receives a communication service, a communication ID obtaining means 120 requests a communication ID to a communication ID managing device 200. In this case, the means 120 sends identification information stored in an identification information storage means 110 at the request. When receiving the request, an ID setting means 210 in the device 200 reads line information stored in a line information storage mans 220, decides the communication ID to be assigned to the requested terminal 100 based on the line information, transmits it to the terminal 100 and updates the line information. The means 120 in the terminal 100 obtains the communication ID and stores this in a communication ID storage means 130.
