PROBLEM TO BE SOLVED: To provide a device and method for converting/compositing the unspecific number of areas into a binary picture in another format such as dither (half tone) by a simple operation on a personal computer screen, without using the picture editing function or area designation picture inputting function of a picture inputting device (scanner) when editing a picture. SOLUTION: A picture is stored from a picture input device 101 in a memory area 106 for a black and white picture in a black and white reading mode, and stored in a memory area 105 for a dither picture in a dither reading mode, and the picture information of the memory area for the black and white picture is copied to a memory area 104 for picture edition. The picture information of the memory area for picture edition is transferred to a memory area 104 for picture display, and reduced, and the picture information of the memory area for picture display is displayed on a display device screen 102. Then, the picture information of the memory area for the dither picture corresponding to an area where picture conversion designation is performed by an operator on the screen is copied to the memory area for picture edition, and transferred to the memory area for picture display, and reduced, and the picture information is displayed on the screen.
