PROBLEM TO BE SOLVED: To provide a film for a cold insulation bag without bringing about a loss of a cold storage agent or an expansion of a bag even when the bag is preserved at a high temperature for a long period. SOLUTION: A coating agent for imparting steam shut-off properties and gas shut-off properties is coated on a soft synthetic resin film. Preferably, the soft synthetic resin film is made of a high-frequency weldable resin. Further preferably, the film is made of a polyolefin resin. Or, coating of the agent has coating of the agent for giving the steam shut-off properties and coating of the agent for imparting the gas shut-off properties. The agent contains a phenoxy resin.
