PROBLEM TO BE SOLVED: To provide a floor heating panel for facilitating re-covering work of a floor finishing material, and capable of avoiding the situation of increasing cost. SOLUTION: This floor heating panel is provided with a plate-like base material 2 for forming a groove part 2a for arranging a heating long size body 1, and a heat equalizer 3 for uniformly transmitting heat of the heating long size body 1, and is constituted so that the heat equalizer 3 is arranged on the upper surface side of the plate-like base material 2 in a state of arranging the heating long size body 1 in the groove part 2a of the plate-like base material 2, and the floor finishing material 6 is fixed on the heat equalizer 3 by interposing a floor finishing adhesive 7 between an upper surface part of the heat equalizer 3 and a lower surface part of the floor finishing material 6, and is constituted so as to interpose the finishing adhesive 7 between the upper surface part of the heat equalizer 3 and the lower surface part of the floor finishing material 6 in a state of coating the upper surface part of the heat equalizer 3 by a coating material 10 for easily separating an adhesive state of the floor finishing material 6 and the heat equalizer 3.
