PROBLEM TO BE SOLVED: To provide a new form of a postal matter which can be manufactured by general equipment in existing printing and bookbinding industry faster at a lower cost, in consideration of a hitherto obstacle which is the manufacturing and sealing operation process for a conventional half-wrapped postal mater or unsealed envelope, for popularizing the use of a low-postage third class postal matter. SOLUTION: The body of the postal matter and an envelope part are combined in one piece, thereby the elimination of the operating processes for manufacturing and sealing the envelope are successfully achieved. The trial form of the low-postage third class postal matter is already authorized for the use of its production type as the low-postage third class postal matter, in January 2001, in the name of the post master of the Kannan Post Office in Shizuoka prefecture.
