PROBLEM TO BE SOLVED: To provide a method of manufacturing an image display medium which is capable uniformly sealing granular display elements between substrates which face each other and preventing occurrence of unevenness of the display images occurring in the intromission of powder, and to provide an image display medium. SOLUTION: The spacer particles are patterned in grid form, by a first electrostatic coating applicator 10 to a first flat planar substrate 50a drawn out of a first film roller 50 set at a first roller-holding shaft 22 and are fixed by a first fixing device 16, by which the spacers are formed like the first flat planar substrate 50a. The black particles are applied over the entire surface by a second electrostatic coating applicator 12, and the white particles are applied over the entire surface by a third electrostatic coating applicator 14. The black particles and white particles on the spacers are removed by a blade 18, and the second flat planar substrate 52a drawn out of a second film roller 52 set at a second roller holding shaft 24 is superposed thereon, and the upper parts of the spacers and the second flat planar substrate 52a are fastened by a second fixing device 20.
