PURPOSE: A fiber softening agent containing perfume capsule and chitosan is provided, to improve dispersibility with a cationic softening agent by employing a polyvinyl alcohol allylsulfonic metal salt copolymer (PVA salt) dispersant. CONSTITUTION: The fiber softening agent comprises chitosan and/or perfume capsule. Preferably fiber softening agent comprises 60-85 wt% of a quaternary ammonium-type softening agent; 0.3-3 wt% of a PVA salt dispersant; 2-10 wt% of a perfume capsule; and 0.22-1 wt% of chitosan.
