PROBLEM TO BE SOLVED: To provide a hook-and-loop fastener wherein the manufacturing method thereof has no problem in the aspects of safety, sanitation, and environmental pollution, and improved fire retardancy, fluffing resistance after washing and chlorine bleach resistance can be retained so that improved durability can be achieved even after long use, and an aqueous dispersion polyurethane is used as a back coat agent. SOLUTION: In this method for manufacturing the hook-and-loop fastener by back-coating the hook-and-loop fastener made of synthetic fibers with an aqueous resin composition, the aqueous resin composition contains (a) an aqueous dispersion liquid of a polyurethane resin wherein a condensate of an ethylene dibromide.4,4'-isopropylidene bis(2,6-dibromophenol) in a polyurethane resin at a ratio of 1-50 pts.wt. with respect to the polyurethane resin, (b) a water soluble or water dispersible curing agent having two or more carboxyl groups and reactive functional groups in a molecule, and phosphorus-based fire retardant agent having a structure represented by the formula (I) (wherein n is 0 or 1).
