PROBLEM TO BE SOLVED: To provide an image-developing device that eliminates the need for repeating transmission operation, in the case that an image transmitter transmits image information such as a document and an image or the like generated by a computer terminal to many destinations, and to provide an image communication system, a computer program and a storage medium. SOLUTION: The image-developing device, connected to a prescribed image transmitter, detects destinations included in image information and number of the destinations included in the image information outputted from a prescribed computer terminal, divides a plurality of the detected destinations into a plurality of destination groups, when number of the destinations included in the image information is more than number of destinations able to be registered in the image transmitter, and sequentially outputs all destinations, included in one destination group among a plurality of destination division groups and image data developed from the image information by number of the destination division groups to the prescribed image telephone number.
