PROBLEM TO BE SOLVED: To provide a flat panel type cathode-ray tube having uniform brightness along the whole range of an image plane, excellent contrast and color reproducing ranges, and low manufacturing cost. SOLUTION: A light transmission control/low refraction factor layer 21 comprising a mixed layer of a first substance containing particulates which become transparent by oxidation, and a second substance containing particulates which are chemically and physically stable, and have light absorbing performance and conductivity is provided on an outer surface of a panel part 1. Distribution of oxidation quantity of the particulates composing the first substance is inclined to be little at a center part of the panel part 1, and be continuously increased toward peripheral parts.
