PROBLEM TO BE SOLVED: To shorten the time to generate a storage device whose delay is a little. SOLUTION: The delay time of a memory can be approximated by a×W+b (W is the number of words and (a) and b are constants), and when the delay time of a selector for selecting one signal from C input signals is d, an integral value M which is the closest to a value m to be calculated from m= loge(a×A×logeC/d) is calculated so that M-th power of the C can be defined as a number of division which is N in a step S2. Thus, it is possible to generate a storage device whose delay is minimized.
