PROBLEM TO BE SOLVED: To suppress damage for a charge control switch and the like even when abnormality in which a charger flows excessive current as charge current occurs. SOLUTION: In an excessive charge protection circuit having an excessive charge detection part (220) detecting whether a secondary battery (300) is in an excessive charge state, and an excessive charge insensitive time setting circuit (250) for outputting an off control signal for turning off a charge control switch (FET2) after excessive charge detection insensitive time elapse regulated by the capacity value of a capacitor (C3) by responding to an excessive charge detection signal, an excessive current detection resistor (R1) detects whether charge current flowed by the charger is excessive current or not. When the excessive current is detected, enforcing discharge means (R10, Q2) instantly enforcedly discharge charge stored in the capacitor. Thereby when the excessive current is detected, a charge control switch is instantly turned off without waiting the elapse of an excessive charge detection insensitive time.
