PROBLEM TO BE SOLVED: To prevent embedded information from being lost due to quantization and to prevent enlargement of the size of a picture file. SOLUTION: A picture data processing system is provided with an input means 120, a picture division dividing means 124 which divides picture data into plural picture divisions, a conversion means 126 which converts picture data in picture divisions divided by the picture division dividing means 124 to data of frequency areas, a quantization means 127, a scanning means 131 which scans quantized picture data by picture divisions, an embedding means 128 which embeds watermark information in a printed matter based on information obtained by scanning of the scanning means 131, and an extracting means 129 which extracts watermark information embedded in the printed matter by the embedding means 128.
