PROBLEM TO BE SOLVED: To provide a head cleaner which exhibits a stable cleaning effect to a magnetic rotary head and a head cleaning device. SOLUTION: The head cleaner 5 of a cylindrical shape for cleaning the magnetic head 2 is freely rotatably attached to a cleaning shaft 6 erected near a rotary drum 4 having the magnetic head 2 on its outer peripheral surface and cleans the surface of the magnetic head 2 by coming into contact with the head when the cleaning shaft 6 is arranged in proximity to a direction along the axial center of the drum 4. In constituting the head cleaner, a central hole 8a to be attached to the cleaning shaft 6 is formed to an hourglass shape of the diameter decreasing toward the center in its axial center direction so that the outer peripheral surface of the cylindrical shape is made freely oscillatable around the small-diameter portion 8b of the center as a fulcrum along the outer peripheral surface of the rotary drum 4. As a result, the outer peripheral surface of the head cleaner 5 comes into contact with the outer peripheral surface of the rotary drum 4 with uniform pressure regardless of its cylindricity and parallelism and comes into stable contact even with the slightly projecting magnetic head 2.
