摘要 PROBLEM TO BE SOLVED: To carry out stable charge and discharge by more surely suppressing the leak of charge in the transverse direction and to manufacture an image forming apparatus simply and inexpensively. SOLUTION: A dielectric layer 2b is formed by sealing a dielectric 2b1 into many holes 2a2 mutually independently dispersed in an aluminum oxide film (alumite layer) formed by an alumite-treating (anodic oxide coating treatment) the surface of an aluminum base material 2a. A charge injection layer 2c is formed by sealing a conductive material 2c1 into many holes in the aluminum oxide film 2a1 and is constituted of many mutually independently dispersed charge injection parts 2c'. The injection of charge is performed between the charge injection parts 2c' and a write electrode 3b by allowing the write electrode 3b to come into contact with the charge injection parts 2c'.
