As an organic binder the inner layer contains bitumen, or asphalt, or polymeric-bitumen compound containing 48.0 to 80.0 percent by mass of a mixture at least of two substances selected from the product of propane deasphalting of petroleum residues, bitumen, asphalt, fuel oil, oil fraction in the form of industrial oil, naphtheno-aromatic hydrocarbons; 10.0 to 26.0 percent by mass of colloidal dispersion of copolymer of ethers of acrylic acid with butadiene, styrene, acrylonitrile and/or copolymer of vinylpyridines with butadiene and styrene, and/or copolymer of vinyl - and vinyldenchlorides with butadiene, and/or polyisoprene, and/or butyl rubber, and/or polyisoprene, and/or butadiene-styrene, and/or butadiene-nitrile, and/or polyvinylchloride, and/or polyacrylamide, and/or ethylene-propylene chlorosulfonic polyethylene, and/or carboxylate polymer, and/or urethan polymer: 10.0 to 26.0 mas.% of mineral component, used as a mineral component is limestone mineral material or screenings of crushing of basic and/or acid rocks or a mix of limestone mineral material and screenings of crushing of basic and/or acid rocks.
