PROBLEM TO BE SOLVED: To efficiently utilize a network equipment capacity and to improve a profit, etc., by a method wherein a communication service charge is determined according to a state of traffic. SOLUTION: Service grade information (a charge for a required communication service, etc.), is transmitted beforehand from a terminal 10 to a traffic cost detection/decision/allotment unit 54 to reserve a communication. If a communication service charge determined according to the detected traffic state is not higher than a communication service charge of the service grade information, the traffic cost detection/decision/allotment unit 54 transmits a transmission permission to the terminal 10. Then the traffic cost detection/decision/allotment unit 54 allots a communication resource to the communication between the terminal 10 and a communication network 50 and connects them with each other. After that, data accumulated in a data accumulation unit 12 are transmitted to the communication network 50. After the data reception is finished, in the communication network 50, the billing is carried out according to the determined communication service charge. |
