PROBLEM TO BE SOLVED: To provide an animal excrement-treating granular material produced by using used soiled paper-made dishes and paper-made containers as the raw material. SOLUTION: The present invention provides an animal excrement-treating granular material produced as follows: a core part of a grain of <=3 mm in its particle size is formed from laminate-processed waste paper powder; a layer of a coating material comprising an oil-absorbing material and a layer of a coating material comprising paper powder and a water-absorbing resin mixture are formed on the surface of the core part in such a state that the layer surrounds the core part; and the whole body forms a granule. The present invention also provides a method for manufacturing the excrement-treating material. This method allows a man to use used soiled paper-made dishes and paper-made containers as they are.
