PROBLEM TO BE SOLVED: To fit a driver in a photographing area even in a large vehicle in a device photographing the front part of a vehicle traveling a road. SOLUTION: A photographing position A0 of a small vehicle 12a and a photographing position A1 of a large vehicle 12b are individually set. If the vehicle is the small vehicle, a photograph is taken by a camera 22 at a point the vehicle reaches the photographing position A0. If the vehicle is a large vehicle, a photograph is taken at a point the vehicle reaches the photographing position A1. By this, a photograph can be taken in accordance with a vehicle type of the photographing object vehicle, and a number plate of the vehicle and the driver can be fit in the photographing area R.
