PROBLEM TO BE SOLVED: To provide a system that can completely inhibit radiation of a radio wave from a mobile phone terminal and automatically restart its communication. SOLUTION: A mobile phone control station 300 discriminates whether or not a mobile phone terminal 100 enters a communication inhibit area, when the mobile phone terminal 100 enters the communication inhibit area, the station 300 informs a base station 200 about a communication stop instruction of the mobile phone terminal 100 and a communication inhibit instruction denoting the communication inhibit area. The base station 200 transmits the communication inhibit instruction to the mobile phone terminal 100. Upon the receipt of the communication inhibit instruction, the mobile phone terminal 100 completely stops the operation of a wireless communication section 106 to block radiation of a radio wave from the mobile phone terminal 100. Furthermore, since the communication inhibit instruction includes the communication inhibit area, the mobile phone terminal 100 detects that the mobile phone terminal 100 exits from the communication inhibit area so as to restart the communication by itself.
