PROBLEM TO BE SOLVED: To provide a voice quality converter which can perform voice quality conversion with good sound quality, and to provide a voice quality conversion method, and a program storage medium. SOLUTION: A spectral envelope conversion table corresponding to the vowels and consonants of phonemes which constitute the inputted voice of a conversion source speaker is selected from the spectral envelope conversion tables 109a and 109b of vowels and consonants by a conversion table selection part 108. The spectral envelope conversion table between phonemes which constitute the inputted voice of the speaker is estimated by a conversion table estimation part 107 between phonemes on the basis of the selected spectral envelope conversion table. A spectral envelope extracted by a spectral envelope extracting part 101 from the inputted voice of the speaker is converted by a spectral envelope converting part 102 on the basis of the selected spectral envelope conversion table and the spectral envelope conversion table between estimated phonemes. A voice with the voice quality of a conversion destination speaker is synthesized by a speech synthesis part 103 from the converted spectral envelope.
