PROBLEM TO BE SOLVED: To provide a packaging bag which is clean and has improved barrier properties wherein adhesion of dust or the like to an innermost sealant film in contact with the contents of the bag or elution of chemical substances to the contents can be limited, and oxygen and moisture can be isolated from the outside air. SOLUTION: The innermost layer film comprises a two-layered sealant film prepared by slitting the turnup portions 11 of both ends of a tubular film 1 made by an inflation process immediately before the films are stuck to each other, thereby cutting off the portions 11.
