PROBLEM TO BE SOLVED: To provide an α-glucosidase inhibitor which can inhibit the α- glucosidase to control the elevation of glycemia, and can safely be taken as a food. SOLUTION: A phlorotannin having a polymerization degree of 25 to 200 and contained in two or either one of sea algae Pelvetia babingtonii de Toni and Fucus evanescens C. Agardh or in two or either one of the water extract and organic extract of the sea algae is confirmed to significantly control the elevation of glucose concentration in blood also in a glucose tolerance test for rats and further to be free from toxicity as a food.
