PROBLEM TO BE SOLVED: To provide a system for directly measuring the amount of effective elongation of PC steel after the completion of its anchoring, in view of variations in effective tensile force which arise because of variations in the amount that the PC steel is set, although the effective tensile force of the PC steel is determined while taking into account the expected amount of setting of the PC steel. SOLUTION: An initial tensile force smaller than a predetermined tensile force is imparted to the PC steel. Using the elongation of the PC steel caused by the small tensile force as a base point, the predetermined tensile force is imparted to the PC steel and it is temporarily anchored in place. Also, the tensile elongation of the PC steel from the base point is measured and the tensile force of the PC steel is restored to the initial tensile force. The deviation of the PC steel from the base point is measured, and a tensile force causing total elongation comprising the deviation plus the tensile elongation is imparted to the PC steel, after which it is permanently anchored in place.
