PROBLEM TO BE SOLVED: To reconcile seating comfortableness and extraction of wheel load by making a bogie have soft spring constant at the time of an empty vehicle and a hard spring constant according to an increase in load at the time of vehicle capacity to full. SOLUTION: A spring device 6 which couples an axle beam 7 of a rail direction with a link 8 of a vertical direction suspended from left and right sides of a lower surface of a vehicle body 5 so as to be rotatable in the vertical direction and is interposed between an axle box 4 at a tip of the axle beam 7 and the lower surface of the vehicle body 5 is constituted of a lower coil spring 13 arranged on an upper surface of the axle box 4 via a rubber receiving seat 12, a rubber spring guide 14 inserted into the lower coil spring 13, a spring receiver 16 which is arranged on the upper part of the lower coil spring 13 via a rubber receiving seat 15 and has a hat-shape in cross section for covering the upper part of the lower coil spring 13, an upper coil spring 18 which is externally fitted into the spring receiver 16 and has a softer spring constant than that of the lower coil spring arranged between a flange 17 on a lower part of the spring receiver 16 and the lower surface of the vehicle body 15 and a rubber cushion seat 19 arranged on an upper surface of the spring receiver 16.
