PROBLEM TO BE SOLVED: To excellently insert secondary information to serial data while precluding the possibility of wrong decision and wrong operation or the like. SOLUTION: Digital data 60 are fed to a conversion table 61, from which converted serial data are extracted. The serial data are fed to one fixed contact of a selector 63 and switched over by the data of a synchronization pattern from a synchronization pattern table 64 fed to the other fixed contact. Thus, 93 serial data to the head of which the synchronization pattern by two data is provided are extracted from the selector 63. Furthermore, the serial data are fed to an exclusive OR circuit 65 and the feedback of the exclusive OR output to the exclusive OR circuit 65 through a delay circuit 66 produces recording object NRZI data 67. A DSV value of the NRZI data 67 varies with how to select the conversion table. Then the secondary information is inserted to the serial data by optionally the DSV value and selecting a prescribed form for the control.
