STILLNESS JUDGING DEVICE, AND SCANNING LINE INTERPOLATING DEVICE PROVIDED WITH THE SAME

PROBLEM TO BE SOLVED: To provide a stillness judging device capable of correctly judging whether a picture is still or not and to provide a scanning line interpolating device provided with the judging device. SOLUTION: An inter-frame motion detecting part 4 detects the existence of a motion between frames based on whether the difference between the frames is equal to or less than a setting value or not. Vertical edge continuity detecting parts 5 and 6 calculates the difference value between an attentional pixel and its upper or lower pixel in an insertion picture and detects whether horizontal continuity exists in an inter-field vertical edge or not based on whether or not codes of the difference values continuously become the same code in a horizontal direction above the prescribed number of pixels in duding the attentional pixel. The picture is judged to be in a perfect still state when it is judged that a motion does not exist between the frames and also horizontal continuity exists in the inter-field vertical edge.
